engine coolant level?

Hi, is the container over the engine near the back for engine coolant (yellow liquid)? It has a line on it and it said "cold level" but the amount of liquid in there is significantly below the line. I recently had the car (05 ML350) serviced, but it has always been lower than that line. Should I be concerned or add more?

If it needs more coolant, then why didn't the dealership fill it at our last service? Incompetent service department?

Thanks

Laziness. But most of them are always alittle low, so it really doesn't matter.
