The hole which accepts the 17mm hex bolt that secures the spare tire carrier in the upright position is stripped. Re-tapping attempts have not worked. Is the tire carrier secured directly to the underside of the bumper, or can something be replaced?

Use helicoil to fix the stripped thread.
