Question about state inspections and bixenons

However, I know that it would always light up when I turned on my brights. When I told them that they said that they tried and it didn't (bull ****!) then I told them again that it is supposed to they said maybe it burned out (bull ****! it worked last night!). When I told him again that I just used it last night he said well, it's not even supposed to come on when the high beams are on. Wtf, they ARE my high beams! Right? The xenon part still gets brighter and higher when I flip the brights on, but that other buld should too, right? That's the way it's always worked for me.. You can even see that it is on in this picture.
I hate going to college in a small *** town.. the hillbilly that worked on my car even told me he's never tocuhed a Mercedes before.. and he messed up when he tried putting that piece back on that goes below the headlights. I'm going to get a new inspection sticker when I'm home for summer just so I don't have to worry about it expiring again while at school.
