What the HELL does that mean?

Specifically:

"Depress brake pedal with the brake pedal wind sufficiently until the replenishing port in the brake master cylinder is shut off."

Instructions attached, step 4.

Is that a typo for the 300 dollar "brake pedal winch" special tool (that is not really even necessary) ?
