whining noise from PS
This is my 1999 ML430. I'm on my 2nd PS pump and the whining noise is very very loud now. The last pump installed was quiet for about 50 miles and then started getting louder and louder. Both pumps were reman pumps from "auto buy parts".

Are your levels okay? Do you notice any fluid leaking anywhere?
There are some threads here about people jacking up one side of the truck, or parking it on a hill overnight to get air out of the system that causes that sound. If it is really loud, then the pump is bad.
I'm not sure if you consider it pointing out the obvious - but do not buy reman parts. Don't buy used parts. If you are doing your own work, you are saving enough money to buy good parts. if you are not doing your own work, learn to do your own work that is the whole point of these forums pretty much.
Having been an owner mechanic my entire adult life I can even tell you, sometimes you get new parts, test them and those fail, so you are really rolling the dice with reman products.

Usually, it's one of these issues:
- Low Power Steering Fluid – Most common problem
- Power Steering Pump Defective - remote possibility, as StigHelmer stated, but still possible with a remanufactured part.
- Power Steering Fluid Leak - highly doubted in your case as you probably checked all connections
- Air trapped in the power steering system - was to bled correctly?
- PS Bearing

Do you still have your original pump?
When you last replaced your pump, did you use the old reservoir?
And did you bleed the system using the required procedure?

whining noise from PS
First look and see if you have cavitation in your PS if your levels are good no leaks and the fluid is moving very fast in the reservoir if true then buy a new reservoir. Cost maybe $40.00 I had the same problem on my ML and this is what I replaced. There is a baffle to stop this cavitation it sometimes breaks down and boom noise high pitch. This inturn cause air bubbles to enter the system which causes the noise your hearing
