Front sway bar bracket bushings

I had to replace the sway bar bushings but I'm not able to tighten the brackets evenly and completely like before. The right side is better than the left but still I feel it's not right. The car was jacked and suspended on jack stands when I tightened all the bolts. I noticed that the sway bar is under load when the car was jacked. As soon as I dropped the car back to the ground, the sway bar lost its load. Since I tighten control arm bushings with the full weight of the car, I thought it's correct to tighten these brackets with the bar under load and therefore jacked up. Amy I correct and any hints? Thank you.
