Rust/Flaky Paint under wheel well

How bad is the rust here. There is one place where the paint is come off and is some rusted metal. But its still solid when i touch it. Then next to it, the paint isnt smooth, pretty bumpy. I think bubbling is maybe the best way to describe the rest of it (it did rain when I took the pictures so some of those are just water drops ) m willing to put money into it. Its a new (to me) 2004 ml350 with 58000 miles on it. Everything else is in really really good condition. And there is no rust anywhere else. The frame/underbody looks great. Wanting to know the best way to deal with it so it doesnt spread. Would it need replaced? A friend of mine also gave me some chassis saver but im not sure if I should use it or not. Im 18 and dont know too much about cars and rust specifically, so any advice or suggestions would really help me out. Thanks!

Remove the fender liner and you will see that it is loaded with plant debris. Either have it repaired at a body shop or buy a used one.
