a car that can't do the throttle reset.

under the needle in my speedo i just noticed a faint rectangle with the letters "LIM" in it. doesnt look functional... any ideas what it is?

Thats the euro top speed cut off. You can set it at 30km and up. Ever what you set it at, when the car gets to that speed it wont let you go faster. Keeps you from getting speeding tickets I guess. It is actually a nice option but it is not a US option. If you floor it when you have it on, it will cut itself off, and you can use the togle switch to go faster or slower, just like cruise control; actually these cars have both. Yea all instrument clusters have it, the US aren't programed to use it and dont have a bulb behind it. Also the toggle arm doesn't have the LIM option which has a light on it and lights up when you push it in. Autogunner.
