fan still blows when controls are off

fan still blows when controls are off
at times when i start my car up, the fan start blowing from the vents even when the climate controls are off and I have no control with the heating/ac system, does anyone know what can be the problem? the air seems to come from the side vent and the vent in front of the windshield, as if the front defrost is on but it's not, please help
