What are these things?

Hey guys can anyone tell me what these two things are? I saying the top is a hanger hook? But what is the piece on the seat for?

2nd pic: fold down your rear seat and you'll see. Lift the bottom cushion, then lower the back rest - that rubberized insert you're referring to rests on a plastic riser that is on the underside of the bottom cushion (only exposed when the seats are folded down). Much easier to understand if you just go to your car and go thru the 2 steps to fold down your back seat.

clarification: "only exposed when the seats are folded down" - more accurately, when the bottom cushion is in the vertical position resting against the front seat so that the back rest section of that seat can be placed in the down/horizontal position.
