Seatbelt locks up when stationary

Seatbelt locks up when stationary
This only happens maybe 1 out of ten times but when we start the car and go to put on the seatbelt, it locks up WHILE ITS IN ITS RESTING POSITION, thereby preventing me from putting on my seatbelt. i have to turn off the car and restart it until it unlocks again. I took it to the dealer and they did a software update and said it should be fixed.
couple days ago i as at a mall about 30 mins away from my home and i go to leave and boom, i cant even pull my seatbelt loose. restarted the car multiple times to no avail so i just drove home without it. when i got back i tried it again multiple times and it was still locked. It was locked for a day and a half so i took it back to the dealer. He just called me today saying, of course, they couldn't recreate it.
Is anyone else having this problem because its a serious problem and depending on how it gets resolved, i might be in contact with the NHTSA.

Next time it happens, do not drive away, but call roadside assist. Afterall it is illegal to drive without a belt.
