Overflow reservior for intercooler circuit?

Poking around under the hood, I've noticed that the nipple on the filler neck for the intercooler circuit doesn't have a tube on it like a raditor overflow has. Since the car is used, I have no idea if it's supposed to be like that or not. Any ideas? Or does it simply not get enough thermal expansion to force water out?

That nipple does not have a hose connected to it. Seems to be normal. Not sure why the nipple is there.
