Contacted seller and he didn't want to sell through a secure website like eBay. Then I asked for a picture of the wheels with a timestamp and he replied with "You have full Paypal protection 
". I did a reverse image search and found the wheels being sold for a higher price in Europe. Seller also only has 3 post all which are wheels.
