No, on the crank pulley. Right between the elastomer/rubber isolator and the holes around the whole circumference, all around. Looks like it was rubbing or has been hit with a hammer, something.

No welds, u can take a look at ASP pulleys online to see if their are any differences
i bought the car and it had the pulley on, drove the car around 25k ++ kms on, had no issues with the pulley
