The program description says it's on the Hockenheim Short Track, so it won't be on the same layout as the F1 German GP?

Nope, after turn 1 they make a another right and go behind the grandstands of the stadium section, loop aroujnd and re-enter the GP track right before the right hand turn that marks the beginning of the stadium section.
Generally when a European racing series has two seperate events at Hockenheim they'll run one on the short track and one on the GP-track for some variety.
