Whining sound from steering on 2001 W203

Whining sound from steering on 2001 W203

I'm getting a whining sound when turning the steering wheel during cold starts. The sound seems to go away after I drive the car for a while. Any idea what this can be?

Also, since I'm out of warranty, does dealers usually charge labor fee for just doing a diagnostic to find the problem?

The steering racks on early model W203 was known to be a problem on some cars.
