Are they suppose to be doing that.

I have 95 C280 that seems to be running hot after driving for about 45 min. I realized the two electric fans only kick in when the AC is on. Otherwise, they don't kick in at all. Are they suppose to start when engine gets hot even when the AC is off?

What is "running hot"?
The two fans have two different steps: first step (9V) is activated by an AC cooling liquid pressure above 16bar (sorry for European values) or engine temp above 100°C for gasoline and 107°C for diesel engines. Second step (12V) is activated by a pressure above 20 bar or engine temp above 115°C for both gasoline and diesel.
