Assuming you've done the following:
1) checked dimmer control
2) checked fuses
The instrument cluster is illuminated by a couple of "wedge" bulbs that are mounted in plastic holders on the back side of the cluster. You change them by undoing the speedo cable and push/pulling the cluster towards the steering wheel. If you're going to change the bulbs, you might as well plan on changing them all while you're at it and consider upgrading to brighter superwhite or blue bulbs (maybe even red or orange to preserve night vision) from Raybrig or PIAA.
