Key switch problems?

Key switch problems?
My daughter's 78 300D seems to have problems with the key switch. The fuel shutoff solenoid doesn't seem to activate or deactivate when it's supposed to, the starter solenoid remains engaged, the glow plug indicator light does not always turn on when it's supposed to, and sometimes it turns on after the key is on the way back from the start position.
This appears in part to be related to the position of the steering wheel. I am thinking perhaps the inside of the key switch is just worn out. How is this switch removed, and what should I expect in the way of hookups? The starter problem could be a separate issue, but I can deal with that.
Also, where is the voltage regulator on this vehicle? The battery constantly charges, and we have to keep adding water once a week. It could be nothing more than a bad ground to the regulator so that it can't shunt, but I have to actually *find* the darn thing to fix it.
Any help would be greatly appreciated.
