83 240D shift problem ?

240D, 300D
Cool 83 240D shift problem ?
I have a 240D Automatic it has only 150,000 miles runs great, has shifted fine now exhibits these symptoms: Sometimes will not shift up from 2nd to 3rd, also, has hard brake pedal ( all new brake system), also, sometimes will not shut off with key switch.

i have adjusted idle linkage slightly and noticed if i left the knob on dashboard set for high idle it would not upshift properly, when i turned it to lower the idle it shifted fine?

Have i done something wrong? Please comment?? I am prior jet mech. but appears i'm not a 240D mech!!
