is keyless go activated at the dealership?

or at the mothership somewhere else?

when a key is ordered with keyless go, when it arrives at the dealer, is it already activated with the keyless go feature?

Cars that come with keyless go come activated from the factory. A keyless go key will run you an extra 100 bucks or so to get if you need an additional or replacement. You cannot make a non keyless go key a kg key

I got a keyless go key, but my dealer informed me that I will have to pay another $175 to activate it AT THE DEALER in their STAR machine.

From my understanding, if I were to pick up the key now, the buttons would work and the vehicle would start, but the keyless go function would not work as it has not been activated by the dealer. Does this sound correct?

I don't believe so. Think it takes a dealer to code the key so it will start, but I am not certain. Used keys cannot be recoded.

09 E350 ,
the key will lock unlock and start the car ,keyless go will need to be coded ,if it is and early model .and the old key needs to be locked out

so I picked up the key and the sa advised me that it wouldn't work on keyless go and it must be activated. I didn't believe him so when I picked up the key I tried the keyless go feature and it didn't work. I then put the key in the ignition after thinking it had to pair up and lo and behold after removing it keyless go worked. the dealer almost stole $175 from me to activate it.
