'99 E-Class starting problem
When turing the key to start the car only sometimes does it start a bit then just not turn over. Kind of like it "coughs" just once. So, all I do is either turn the key back to position 1 and restart and it's fine OR I just hold the key in position 3 after it "coughs" and then it will start as normal after about a 2 second interlude.
Though I have not tested my battery strength with a meter, the battery seems to be fine. I've really done no other diagnostics tests and thought I'd post this question to see if anyone has had a similar experience.

You need to remove the starter motor & apply (MB grease) on the fly wheel.
A new starter will also fix your problem, but ther is no need for that.
You probably have a bad key. Try the second key, or the valet key and see if it still acts up. If it does, you either have a problem in the EIS (ignition switch) or a bad crankshaft position sensor.
