1999 s320 (W140) Steering problem

Hi all, appreciate if you can share your thoughts on my problem.
I have 99 S320 W140 series with 120K miles and recently have noticed that when I maker a left or right turn, the steering wheel does not want to return to neutral position. I have checked the steering fluid reservoir but level was ok. However the color of the fluid is very dark. I did add just a little to make the level to max possible. I had one mechanic check it and he pointed to steering gear box needing replacement. Questions I have are:
1. Is the problem I have due to steering-gearbox malfunctioning?
2. If I change the steering fluid and filter, could this possibly solve the problem?
3. In your opinion is this a dealer only work or can any mechanic replace the gearbox correctly?
