Glow plug has volts but not glowing!

My '02 C270 CDI won't start. Sometimes it fires for a second then dies immediately, but mostly, she just turns over without firing. (There are no air bubbles in the fuel lines.)

I have replaced the glow plugs, as they were due, but they don't glow when I turn the ignition on. I measure 12v at the pin/connection. I know that amps is a better way of checking but my multimeter is fused at 10amps, so I can't measure that (should be 14-16 amps).

Before I buy a new control module ($250) or better multimeter I would like to know if anyone else has seen this. Also, am I on the right track in diagnosing the problem? Next on the list to check will be the stop solenoid (don't know how other than replacing), injectors and immobiliser. Any suggestions?
