Vacuum leak or shut off diaphragm on injection pump. Vacuum goes to key switch and then directed to diaphragm to pull the fuel rack in off position when key is turned off. I believe the vacuum line is brown. Also, you can shut off engine by pushing on the lever on the side of injection pump. It should say OFF on it.

I should probably have mentioned that the door locks and everything else seems to work fine. Could it still be the vacuum diaphragm? Is it likely that if i open it, i can see the diaphragm not operating properly?

i haven't had to much more time yet. Except i thoroughly examined the connections under the hood and there were no cracks. I did try to plug a couple of the hoses to see if that prevented the problems, but no affect. I want to try the brown vacuume line next.
Wondering if i should pickup a shut off valve at the local pick your part and try it next. I'm open to ideas.
