1979 230C Carburetor Problems

My 1979 230C has a Stromberg 175CD carburetor that I recently rebuilt and need a little assistance with tuning it in just right. I have the air filter off so I can see into the Carb intak. When I try to start up the car it acts like its flooding and the hose connecting the bottom of the carb to the intake manifold fills with gas. At this time, if i reach inside the carb (while wife is trying to start car) and I push up on the carb piston the car starts right up and the line connecting bottom of carb to intake manifold clears of gas. At this point the car still seems to run rich but idles fine. During idle I can see a little bit of gas spraying into the bottom hose out of carb to intake manifold, but the line doesn't fill up like it does during starting. I feel that it could be a couple of things: 1) the needle seat needs to be adjusted in order to lean the amount of fuel allowed into carb, and 2) jet needle is sticking so that fuel gets dumped into carb. Any assistance on the matter is appreciated!
