TPS Signal never 100% and not even close HELP

TPS Signal never 100% and not even close HELP
So the car is 2012 cls550 base. I've run into a problem and have searched far and wide with no answers. couple questions.
1. I had a 2014 cls550 4matic before this one and if I remember correctly it had that "button" at WOT on the pedal. Do all CLS550 (w218) have this?
My current 2012 doesnt and it also seems much slower, even with offroad exhaust and stage 2 tune. I have logged some runs and the only thing that stands out is under WOT (even with key on engine off) there is never 100% tps signal. only about 75 relative and 82 or so actual. I ran at the track and it performed pourly and also ran exactly the same times after the tune. this makes since if its never going full throttle. I took the pedal off and I still feel no "kickdown" maybe the assembly just needs to be replaced? and before anyone says it, YES Ive done the "reset adaptive thing" multiple times. please help me figure this thing out!! Thank you
