2014 C250 Ambient Temperature Troubleshoot

I am reassembling a 2014 C250 after a collision.
The ambient temperature sensor was damaged so I replaced it.
Still the dashboard reading for the temperature reads ---- (dashes), code scanner also says temp sensor not working.

I replaced the sensor with another, same result.
Jumped across the wires to the sensor, no difference
Examined the wires. they look undamaged.

Stripped the wires near the connector,
Green wire, about 2 volts, could that be as designed?
Brown wire, ground, low resistance.

Started checking fuses but some of them cannot be tested without removing them (molded with plastic flash over the test spots)
It seems unlikely that a fuse would deliver low voltage but I don't have any other ideas.
Before I pull out all of the fuses to test them, does anyone know if there is a fuse for that ambient temperature sensor?

Any other idea, are welcome.

Going to check voltage upstream now.

Testing the voltage as far upstream as possible, moving wires around, no difference in voltage.
