Oil Cooler Torque issue

Oil Cooler Torque issue

Oil cooler leak repair. I bought new bolts as advised by dealer. I can't reach torque (12NM). Removed cooler and found 3/8" of upper threads in holes missing. Found threads on the old bolts that I removed. How do I repair? Drill & Tap?. Threads appear to be OK near the bottom of each hole. Has anyone used a longer bolt and nut? I don't want to proceed until I hear what works.
