Fuel pressure regulator test

I ran my exhaust to an emissions analyzer, and applied vacuum to the diaphram pressure regulator, the HC didn't
change a bit. I even tried positive pressure to the regulator, still nothing.
Would this be a good sign that my regulator is seized?
or is there some fancy-shmancy MB method?
