1998 C280 Will Not Start When It's Cold (below 60 degrees F)

1998 C280
1998 C280 Will Not Start When It's Cold (below 60 degrees F)

1998 C280: In-line Fuel Pump and Filter were just changed. On relatively cold mornings, engine will just turn but not start. Normally, I will hear fuel pump kick-on but when it doesn't start I don't hear the fuel pump doing that. Coming back from work in the afternoon, engine starts fine, one click (I can hear the fuel pump kick-on). When it's running, everything is perfect. I'm lost right now.
