activate COTEL in base module??

activate COTEL in base module??
How do I activate COTEL in base module, I have star diag tool and guided steps would be fine.
someone guided me this:
a) Select “Base module (BM)” menu item ->
->Select “Control unit adaptations” menu item ->
->“Vehicle equipment” ->
->“Vehicle configuration”
b) The CoTel interface menu item is shown. This should be inactive (menu entry “NO”).
And by the way is this how to open the CAN-BUS? The reason why I asked about the COTEL is because I want to fit a tracking device but when I connected it through CAN-BUS it declined saying the CAN-BUS is locked. By activating the COTEL, will you unlock the CAN-BUS? If not can you please guide me with the Star diag machine how to please!
