First of all, you have to know where the picture is saved on your computer. After you type a message when posting, towards the bottom in "additional options", click on "manage attachements". From there you can browse for the file located in your computer. Click on "upload" ~ "close the window" and "submit".

If the image is already on the Internet, you can also insert a URL link to that image in your post selecting the "Insert Image" icon when composing a post or by simply using the vB IMG tags.
