R Class taillight & fog lights interchangeable?

I only ask because I've seen two different R's at different occasions on the road that had the lower lights in the taillight assy light up when the hit the brakes. On my car the lowest section of the taillights are my rear fog. I was wondering if it was possible the the cars I saw had a modification done to make the fogs light instead of the taillight up higher or was it possible the cars lighting system had a malfunction causing this?

Reason for my inquiry: In my opinion after following my wife in her car is that the factory '06-'10 brake lights are fairly dim in comparison to the third brake light up top. The cars that had the fogs come on for brake lights, not only were they 10x brighter but seemed like they matched the led brake light better and it gave the car a more modern look when the lights are on.

Yes, they use the same bulb but the fog light looks brighter because the reflector inside the fog light housing different from the brake light.

I think that it can be done. With both rear fog light are on, you will blind other driver at the stop sign.

Connect both rear fog lights to brake lights via a relay. 12 Volts source is needed to turn on fog lights when brake lights are on.
(connect to rear fuse block terminal with 15Amp fuse to the relay to power on the fog lights).
I assume that fog light switch is disable or not to be used.

The car you were following was probably experiencing

a malfunction in the taillights. The computer uses the rear fogs as emergency replacements when the regular lights have a problem. It's very slick, and a great safety feature.

It is good to hear about that feature.
