I went and had a local body shop give me an estimate on some rust repair I would like done on the front fenders and rear quarters, he stated the front fenders were fine and could be blasted and painted but the rear quarter panels had to be replaced as they are two layers of metal together and the rust has gotten between them and replacement is the only proper way to do get rid of the rust he stated that he could fake fix it but it would only last a year or so. I took a look at the quarters myself and I could not see how its two pieces of metal together, it looks like 1 solid piece when I looked at it and there was small amounts of rust no further than a couple inches in.

Is the rear quarter panels two piece at the wheel wells?
