Fender liner on passenger side of r350 ripped off

Fender liner on passenger side of r350 ripped off
Hi, the fender liner on the passenger side front was ripped off and it looks like 3 tunes got ripped and I'm not sure what they're for. They're above the tire and they're black. My car has since started making this whirring noise and the heater is making a pop sound whenever it's turned on. Any thought on what got damaged?
Also there are many other issues with this car that just popped up. I put almost 7k into it for engine repairs and all new fuse boxes 4 months ago and now im being told it needs a new engine and was quoted 22k just for the engine, and the dealership said it needs a new drive train and transmission conductor plate.
