Lights & Switch vacuum problem?

Lights & Switch vacuum problem?
I tried using the search but it didnt give me the answers i was looking for so hope you guys can help me out...
Anyway here is my question most of the time the lights on the top when i open my door does not light up and the seat belt icon does not blink. Ocassionally once in a while when i do open the door it works and sometimes it doesnt, what is wrong can anyone help me fix this...
Another question is regarding the switch next to the lights knob. here is a switch with the bnumbers 1-2-3 and it moves up or down, what is that for?
Sometimes when i turn push it to 3 i hear like air "hissing" coming out from there, and the economy needle goes almost all the way to the red end, if i turn it back to 0 its normal again...
