Climate Control Air Distribution "Stuck"

My '89 560SEL has a problem I'm hoping someone has experienced before.

There is always cold air (outside air I think) blowing in the upper vents. Heat comes out the floor vents as it should, but any time the blower is on cold air is coming out on top.

Details: The blower waits until the car warms up, as it should, then it comes on full blast. Warm air comes out in the footwells, but cold air is coming out all the upper vents. The blower stays on high, but I assume that's because it's trying to get the interior up to temp, which never happens because of the cold air coming in.

I'm guessing a vacuum servo has stopped working. Any ideas how to start looking?

No one’s answered your question in all this time?

Strange.

In any event, rather then the in dash actuator I suspect a general system vacuum leak. You’ll need to check the vacuum lines in the engine compartment and cabin.

I'll check for vac leaks, but wouldn't that likely effect the engine idle?

1989 560 SEC
My 89 SEC has pretty much the same problem. The mechanic I took it to said the pass. air bag and/or much of the dash had to be removed to fix the problem. It is just a minor annoyance for me and the cost was too great, so I left it as is. Maybe someday I'll go back and repair it myself since I have the service manual now.
