Ignition Lock Removal

I've got an '89 420 SEL in need of a new ignition lock. I've removed the steering wheel lock and followed all the instructions for removing the cylinder. I can insert a tool in the hole to release the catch, but the black sleeve around the lock cylinder will not budge for anything.
Any ideas? Is there a trick to unscrewing the sleeve?

Thanks for the post, but my car was manufactured pre September '89 and uses the older model lock with the single 'pin' hole at the top. It feels like the spring is releasing, but the black steel sleeve that holds the lock cylinder in place won't budge.
