The headlamp wipers on your car are actually part of the headlamp washer system. In order to make them work, you need to turn the headlights on, and then push in on the wiper stalk to operate the washers. As long as the headlights are turned on when you operate the windshield washers, the headlamp wipers / washers will come on as well.
