Need help with 1990 560 sec no power to eha

Need help with 1990 560 sec no power to eha
I have 1990 560sec and I have the check engine light on it's giving code 9 which is current to eha is Implausible and the 2 wires going in the eha have no power
I replaced engine control module,cold start valve ,all new fuse and all new relays fuel Pump relay ovp relay I mean all ,I replaced fuel distributor and also new eha new 02 sensor I used to have 2 codes one was the code (9)current to eha is Implausible and one was code (5) o2 sensor signal Implausible the o2 sensor code went away after I replaced it but ever time I reset code start car in 2 min the check engine light come on and gives me code 9 no power to eha what powers those to wires going in the EHA
