Yes I know these are very different. I am craving some classic Euro flagship as a daily. The 7 is likely more engaging. I've owned an E38 740i and also a W140 S600. But have never driven a 560SEL.
The plan would be to maybe lower it and put 17's still with good tire meat. So what are the virtues of 560SEL vs something like an E38? And will it be more of a drives car than the S600?

The 560 engine in a sedan, coupe or SL is a strong runner if you can find one that is road worthy. Most of these cars are on the 4th or 5th owner and financial commitment to "pride in ownership" may be a problem. These cars have a very smooth powerful "analog" feel when driven with a firm steering and gas, brake pedal and acceptably soft/stable ride. This historic look and feel is something that has been lost or forgotten in the digital age and has not been simulated. Its unlikely you will find any car that compares to the driving experience you get from driving a W140 V12 sedan. This was the most solid vehicle ever built by Mercedes Benz, smooth "jet like" feel but "Bank Vault" silence and "long legs". Blend of analog and digital tech with superior construction techniques
The BMW you are considering is a little more of a digital age vehicle with more comfort and convenience than the 560. Both vehicle types will require repairs and it may be easier to locate parts for the BMW.
