Wiring from fuse box

'84 300SD. Removed all fuzes, brass-brush cleaned and replaced with new. #12 and 11 keep blowing. They'll each give me 5-10 mins. #11 will blow if I turn the climate control fan on and leave it for a moment - i'm not sure of the blower motor's age/condition, so will def check that. But not sure what's causing #12 to go....was in traffic just now and lost brake lights and turn signals....not cool.

Smoking gun I'm guessing....I removed a mummified rat from under the master cylinder, so am pretty sure there are some chewed wires. Which leads me to ask what this bundle of wires coming from fuze box, and just under the master cylinder are (see pic with wires highlighted)? I clearly see removed insulation on one of the green ones, but not sure how to undo that bundle and repair. Looks like a job bigger than me.
