Air flow

I think i'm having a problem with my climate control system.
it only happens on very cold days especially in the morning.'
the system is set for heat and the warm air flow selector is set for blowing air at my feet, instead the air flow is only to the defroster on to the wind shield.
when its very cold out it gets stuck their in that setting no matter what I do.
on not so cold days in wil cycle up and down from feet to defog / defrost.

is it a sticky flap for air diversion or the climate control unit itself?
any thoughts?

The days it won't work is the temp below freezing or well below freezing? Will it work on those days if you let it warm up a lot in the car before driving? I would suspect mositure on the flap is freezing it shut. That's just a pure guess I would try to eliminate first.
