Antenna
In either 95 0r 96 they quit using the antenna for the radio and imbedded it in the glass itself. The antenna was used for the "cell" and only came up if the phone was installed and turned on

Well almost, the antenna is in the rear bumper. If you ever remove the rear bumper you will notice that on the left side there is an electical connection that must be disconnected or you will rip the antenna lead off.
You can convert the existing antenna to the tri-band (am/fm/cell) if you wish, you just need the following parts and MB Service Bulletin MBNA 82/91, August 1996:
1--Tri-band mast antenna conversion kit, Q 6 82 0256
1--Short coaxial cable, 003 820 73 15
1--Splitter, 140 820 18 89
The antenna is normally only used for the integrated cellular phone for MY 1995. If you turn on your phone (if equipped) you should see it raise.

ohh ok, so is your reception with the cell pretty bad too? because the reception coming from a cheap saturn that we own gets better than the cell.

antenna
The am antenna in a 1995 s320 is in the back window. Want proof? look at the back window glass, that thin wire thingy you see about 2" from the edge of the glass is the am antenna.
But where is the fm antenna thousands ask?? Well children it is in the rear bumper, and uses the car body as the fm antenna.
Wow, now I'm confused, what is the power antenna for, huh?
Well boys and girls, that is for the cell phone, do you have a cell phone? If not the antenna will not move.
All clear?

If you have the cell phone installed, open the arm rest and slide the switch on the drivers side of the phone into the on position. I believe you need to have the key in the accesory or run position for the phone to turn on.
