1993 300SD Cruise Control not working

1993 300SD Cruise Control not working
I have been chasing this down for months and I'm stumped at this point. The cruise doesn't even attempt to engage and I've invested too much in parts and my own labor then to stop now. So far I have replaced-
- Cruise control modulator
- Crusie control actuator
- installed a new accelerator cable
- replaced the stalk switch combo
- replaced the brake light switch
- replaced the left and right front ABS sensors
- replaced the crank position sensor
- checked all wiring (there is power and ground going to the actuator)
- checked the cruise fuse and its good
