Exclamation PROBLEMS!! with blower fan and xenon ballast??

Hello I am experiencing two problems at the moment which I need to fix SAP.

1- My right xenon headlight when illuminated emits a halogen like white color rather than the normal bluish hue which its supposed to. I had the bulbs replaced several times over and what happens is when the car is started and going through its autoleveling feature both headlights emit the blue hue but soonafter about 15 seconds the passenger headlight fades from the blue color back to a stale white. I've been told it must be the xenon ballast since it starts off what seems to be normal. Can the xenon ballast itself be replaced or am I forced to replace the headlight assembly in its entirety?

2- I now have a problem where I have a sound coming from the engine which sounds like a siren. Before it would start as soon as the engine would turn on but now has minimized to the point where it only comes on as soon as I turn the climate control on. Granted there even are times when the heat is off and it makes the noise again and when the heat is on and it stops on its own. My friend who's a mechanic claims it's the fan and tells me I need a whole new fan assembly although it should only be the bearing on the fan itself so I don't necessarily need an all new assembly either.

If anyone has any insight on what I should do or is more knowledgable on these subjects who can offer me some advice I'd be very greatful for it.

Thanks!

1 - Yes you need to get your xenon ballasts replaced.
2 - Your blower motor and regulator are about to give. They tend to go out when it's 100 plus heat. Get these replaced.

Thanks Ken. Any idea how much labor I'm looking at between the two projects? Thanks

PS I couldn't even find a regulator for sale but I found a blower motor. Unless you think the regulator comes included with the blower motor...

it may not be dissapearing it may just be getting drowned out by your engine sound

I would have to disagree. Because I've "learned" how to drive with this dilemma I realized that when driving at about 43mph with the heat on it makes the loud siren noise from the engine (loud enough for people to turn around). Although with the radio off and you can distinctively notice that the moment I reach 45mph or higher it ceases. I feel like Keanu Reeves in Speed being forced to keep it above a certain speed otherwise my car will explode.
