lights out

I need to import my car from Japan. Not trying to spend an arm and a leg (wifes of course) to get it back to the states. She (the car) has all the right stuff (lights, reinforced doors and bumpers) I need to know is there a way to get her back to the states without having to pay an RI. oh yea and my head lights keep coming on and off. the dealer tries to tell that the cat eyes are the regular lights and the center ones are just for high beems. I conceeded to that idea for the moment until I find proof of what I know to be true. The center lights have to be changed to facilitate the working of both the low beam and high beam. The cat eyes are for fog. correct?

I don't know about your car, but my owner's manual has diagrams of which light is which in the headlight unit; and, they can vary a bit depending on the model year, which you did not provide.
