Checking ABC fluid...where should level be?

Checking ABC fluid...where should level be?
I know there are the 2 notches....1 side you measure with car off, the other side with engine running.
When I check fluid level with engine on....it's below minimum for engine on. However, when I check it with engine off....it's basically at the max level for engine off.
So is it OK or ?

I believe the new 3 micron filter restrict fluid return more than the old 10 micron filter and cause the running level a bit low.
After stop a while all fluid come back and reach the max level.
So I guess you have the new filter, right ?
