no, its not too late.
but it might be difficult to prove its water damage unless there is evidence of it. Water damage sometimes leaves evidence, sometimes doesnt. You can always go through a high presure car wash a couple times , so any areas which are letting water enter become obvious
If your mechanic states its water damage, and writes in on repair diagnosis, youll have documentation, rather than just your guess that its water damage
